Permanent commission Bulgaria-Bavaria

On the 9 – 10 of March 2010 representatives from Alliance for environment took part in the 11th meeting of the Permanent commission Bulgaria-Bavaria in the city of Ingolstadt, Germany. As a result from the meeting in the Work programme of the Commission were included topics of common interest such as the Danube Strategy, environmental protection issues and the INSPIRE Directive of the EC for establishing an infrastructure for spatial information in Europe to support Community environmental policies, and policies or activities which may have an impact on the environment.


Previous participation of AfE in the meetings of the permanent commission:

  • AfE representatives took part in the DonauForum organized by the University of Regensburg on the 30th of April 2009. The position and the vision of the organization for the development of the Danube strategy were presented (http://ec.europa.eu)
  • AfE participated in the 10th session of the commission Bulgaria-Bavaria on the 26th and 27th of June 2008 where was discussed the cooperation of both parties in the sphere of the protection of the environment, flood protection and natural risks management and prevention, geo information systems and the development and maintenance of e-government. On the meeting also were discussed various possibilities for project partnership under different financing instruments such as the EC Framework Programme for research and technological development, the INTERREG programme etc.
  • AfE representatives took part in the 9th session of the commission Bulgaria-Bavaria on the 26th of September 2006. The representatives from both countries discussed several topics among which – possibilities form co-operation in the field of the NATURA 2000 programme, management of protected areas, establishment of specific associations for recreation and environmental rehabilitation; geo information systems development and maintenance and risk management
  • On 03.05 - 05.05 2004 representatives of the Alliance participated in the 8th session of the Permanent commission Bulgaria-Bavaria. The key topics for co-operation and joint activities discussed at the meeting were the management and the assessment of the local processes in the scope of the Local Agenda 21 Programme and exchange of experience and practice in this field between Sofia and Munich


Joint Commission Bulgaria-Baden Wuerttemberg

Alliance for environment is one of the initiators of the idea for the establishment of the Southeast European Bulgarian cultural institute in Ellwangen, Germany. On the 27th and 28th of May 2011 the President of the organization participated on the 41st celebration of the "St. Methodius Days" in Ellwangen which were followed by various side activities including a round table and official opening of the Cultural institute and an documentary exhibition of the "Cyril and Methodius research centre" at the Bulgarian Academy of Sciences - "The Cyril and Methodius idea in the orthodox world".

On the 20th and the 21st of January 2011 AfE members participated in a workshop in the Ministry of science, research and art in Stuttgar and a workshop in Ellwangen where the establishment of a Southeast European Bulgarian culture institute in Ellwangen was discussed. As a result was elaborated a short-term action plan for the realization of the initiative.



Previous meetings and initiatives of the Joint commission Bulgaria-Baden Wuerttemberg and AfE participation:

  • AfE members participated in the 5th session of the Commission where was discussed possible co-operation netween both countries on topics such as the Danube Strategy, the Global Monitoring for Environment and Security Programme of the EC (GMES), INTERREG IVC Programme as well as the establishment of a Southeast European Bulgarian culture institute in the city of Ellwangen , Germany
  • At the end of May 2010 were celebrated the "St. Methodius Days" in Ellwangen . The idea for the establishment of a Southeast European Bulgarian culture institute in the city of Ellwangen , Germany was proposed and initially discussed
  • On 11-12.06.2009 the 4th session of the Joint Commission was held in the Danube city Rousse, Bulgaria. The main topics discussed were: Strengthening the co-operation in the Danube region and its sustainable development, including the development of a proper infrastructure for spatial data; GMES Programme; common environmental information system; topics related to border surveillance and the security of the outer borders of the EC
  • At the 30th of May 2008 the President of the Alliance took part in the 3rd session of the Permanent joint commission Bulgaria-Baden Wuerttemberg and in the celebration of the "St. Methodius Days" in the city of Ellwangen . At the meeting the possible co-operation with the city archive of Ellwangen and the University of Tubingen was discussed. The participants jointly developed a proposal for flood prevention in the region of Maritza river in Bulgaria which to be realized under the INTERREG IV C programme together with German and Bulgarian partners

Establishment of Bulgarian Information Office for GMES (BIOG)

AfE members participated in the organization of the Second EO-GMES Operational Capacity Workshop – 17-18 March 2011, Sofia, Sheraton Hotel. The workshop was organized by the Council of Ministers of Bulgaria together with different organizations and institutions on national level and with the kind support of the European Commission - DG ENTR, GMES Bureau and DG ECHO. More than 250 participants from about 22 countries took part at the event. More information is available at: www.gmes-bg.org. After the successful First Operational Capacity Workshop for GMES in Bulgaria and as one of its organizers and initiators of the idea the Alliance joined the initiative for the establishment of a Bulgarian Information Office for GMES (BIOG) on 26.10.2010. The President of the Alliance – Mr. Stefan Daskalov was chosen for Administrative Manager of BIOG. A Framework position between BIOG and the Bulgarian Ministry of Economics, Energy and Tourism was signed where both parties declared their future common activities under the GMES programme. AfE took part in the preparation and organization of the First GMES Operational Capacity Workshop – 17-18 March 2010, Sofia, Sheraton hote. One of the results from the meeting was the adopted from all participants final document of the meeting – Sofia Conclusions.
